Charity Emery

Charity has spent 25 years leading HR at the director level — building teams, untangling benefits, and sitting on the employer’s side of the insurance table. She is PHR-certified, holds a Master of Legal Studies in HR & Employment Law from the Sandra Day O’Connor College of Law at Arizona State University alongside a bachelor’s in organizational management, and is pursuing board certification as a patient advocate (BCPA). Her toolkit runs deep: multi-state HR operations, EEOC charge responses, FLSA compliance, benefits administration, and deep fluency across the major HRIS platforms.

She started Advocate HR Consulting for one reason: the people she most wanted to help were the ones the system was wearing down. Somewhere between her hundredth benefits question and her first won appeal, the name chose itself.

“Every denial letter is written hoping you won’t answer it. I answer them.”
Her philosophy

“Human resources” was always the wrong name.

People aren’t resources. They’re not line items to be managed, and the department that serves them shouldn’t sound like one. Somewhere along the way, “HR” became shorthand for the office you get called into — the enemy of the employee, the shield of the company. It was never supposed to be either.

That’s why Charity practices People Operations — not a gimmick, but an intentional, thoughtful rebranding that captures what the role was always meant to be. The real work is bigger than policies and paperwork: it’s how people are hired, developed, treated, protected, and fought for. Done right, nobody thinks of it as the principal’s office. They think of it as the person in their corner.

Advocate HR Consulting — People Operations, done right.
